The FITS format did not let enough space the rad all the information from the original image header. That's why the FITS header does not contain the information about the detector count rates. Do you really use RST files from the CDROM? These files contain the full image header. In that case I could give you information about how to use them. If you don't, you can estimate the detector count rate from a reference spectrum in a staight forward way by using the SUMER simulator, if you place the wavelength at the reference pixel and select the correct slit.
